I have 18v 3amp dc motor i got from power tool impact driver, can i run it using laptop charger output 18v 2.6 amp directly. Or is there any other way to run this motor.

Probably not. The motor briefly draws the stall current every time it starts up, which is probably in the neighborhood of 10-15 Amperes.

More amps are needed. Don't burn down that charger.

Unloaded you could probably get by with such a charger. However when testing, if the motor doesn't start disconnect it right away. Chargers have current limiting circuits but I wouldn't force it into a limiting condition for very long.
Also you could use a 12 v automotive battery. Will get it running.

The other question is whether you ever need to reverse the motor. If so you'd need a h-bridge circuit. You could perhaps provide a large amount of capacitance between the power rail and ground which supplied the H-bridge, which would mean this could be used to provide any very brief bursts of higher current requirement. Some h-bridge chips also have built in current limiting functionality, you can set what limit to use by wiring up a chosen resistance between a special pin and gnd/vcc/somewhere else depending on the h-bridge model. You could use this to limit the curent to below what the charge could supply, then see if it starts up ok with a limited current.
