Which frequency, which actuator?
Something to do with refrigeration? Can you help us, we are really new to refrigeration. You could say we are "starting from cold".

Linearly is going to be difficult and likely beyond your ability. Simply building a voltage generator that can be controlled from arduino is a lot easier. Google Cockcroft-Walton multiplier. It's not hard to build one. An arduino and a handful of diodes and capacitors is really all you need.
