I am new to arduino and I have starts posting my project based on arduino on arduino project hub.
I want to ask that can I post project not based on arduino on arduino project hub or not

Cross-posting is against the rules of the forum. The reason is that duplicate posts can waste the time of the people trying to help. Someone might spend a lot of time investigating and writing a detailed answer on one topic, without knowing that someone else already did the same in the other topic.

There is no rule against it:

the content you submit for publication goes through a manual moderation process

But even if they don't approve it, you will still be able to link people directly to it and it will also be published on hackster.io (Arduino Project Hub is based on hackster.io)
