I’ve tried to update / delete and reinstall the driver for the board ( I will admit, I am not sure which driver is the right one for my board) but I have never gotten this to work right.)

Does the "AT91 Usb to Serial Converter" item disappear from Device Manager when you unplug the Uno from your computer?

is it missing a CH340 driver?

CH341SER.ZIP - 南京沁恒微电子股份有限公司 (mod edit)

Click on the blue box in the top CH341SER.ZIP section to download.

It looks a suspect site but this is the official site for that driver and it's the one that I've been using without problems.
