I supose that it circuit is only a overcharge protection, but it will not help with the stage of CV.
This circuit will provide the CV current limiting (by shunting the extra current). It does not provide the CC, it must do the power source.
If the power source is a constant current source this is enough to get decent lithium charger provided you never overdischarge the batteries.
