I have tried to upload the Adafruit itsybitsy 32u4 3v 8Mhz bootloader onto my custom Atmega 32u4 pcb with an adafruit itsybitsy m0, however the output always returns

I have checked the connections and also the jumper cables and both seem to be working fine. Any suggestions on what to do would be greatly appreciated.
