Cannot open the Serial Monitor window

Hi, have been working with Arduino for 3 year now, but something like this never happened to me.

When I try to open the Serial Monitor it desn't show on the screen but a new window appear on the application bar. The Windws preview when I put the mouse on it moves and displays values correctly, but the winow refuse to show when trying to click on it!
I tryed to reinstall all the IDE but it didn't help, so i decded to develop a simple C# console application that reads COMs port.

How can i solve this poblem? My app works but is a little crappy

The windows refuse to show ? What do you mean ? You said the serial monitor appears in a new window, so where is the problem ?
I got a bit confused ..!

What version of IDE are you using ?

When you open IDE what version does it say on top ?perhaps you have to update to a newer one..
