Can't find XBee radio module

I've been trying to connect my pair of xbees together, and when I am on XCTU it can only seem to find the xbee attached to the explorer. I know it's not one of the xbees because they both work when plugged into the explorer, however they don't work when attached to the Redbot Mainboard, or the Xbee Shield. The XCTU software says "ACTION REQUIRED" Reset your radio module. If the dialog is not closed within 10 seconds, click cancel." I then X out that popup and it says "Could not find any radio module. Could not find any radio module connected to the specified port and with valid settings. It might be caused by one of the following reasons. I've tried messing with some of the XCTU settings but nothing seems to work.

Is there anything that I need to do to my Redbot Mainboard or Xbee Shield to get XCTU to find them?

im not familiar with that board but i know on the arduino and seed studios xbee shield you need to upload a blank sketch and connect rx-rx and tx-tx but then i had the same problen where it would want me to reset it and never connected. i ended up just getting two of these and i havent haad a problem-

Were you able to find the Xbee? I am running into the same exact problem
