A Kelvin water drop generator relies on both water streams. It also relies on both being drops that just break away from the stream as they pass through the rings.
Simply having drops fall through a conducting ring won't move charge anywhere. Neither will a continuous stream.
Drops going through a charged ring or maybe a ring with current running through it should. When I mentioned the water drop generator I was referring to induction in the loops, not saying that a water drop generator will do the job.
When you start a water drop generator it is tiny differences in charge naturally there that get it going.
Maybe I should have posted to start with Faraday/Lenz and get that rain drops falling through a coil might change the field...

So are you talking about using an inductive loop's change in inductance due to the slightly conductive water drops falling through it? That seems unnecessarily insensitive and heavily reliant on the drops being a bit conductive. And only really being able to count one drop at a time.
Using a ring with electric charge on it is an entirely different ball game. We're back to needing the drops to just be leaving the stream as they pass through the ring. If it is a continuous water stream, or if they are separated some distance before the charged ring, no charge will transfer.
I forgot, rain is a continuous stream and not drops as it appears.

Some people try things to see what they can do or get. I was going for a rough measure, isn't that what the OP wants?
There may be a small net charge on raindrops starting on where they come from, this was known at least back to 1935.
Where do you think that lightning comes from? How does the cloud become millions of volts charged relative to Earth?
If I fly a kite with a wire in the string and on the braces, it picks up charge from bits in the air, typical measure is in KV.
The speed that the water drops pass through the loop will also make a difference.
