Then ALL the individual components must be qualified for operation in a vacuum, not just a capacitor. The includes ALL solid state devices in your entire project.
Last time I spoke to the PQ guys at a conferance, it appears that is not always the case. Some launch providers do (apparently) insist on certified parts etc, but some dont, although all providers require a vacuum outgassing test.
So it depends.
A side note to that PQ conferance, I found myself sitting next to the head of the organisation that replaced\renamed NORAD. The Americans had been resticting the launches of PQs, since they claimed they could not track them on RADAR. Of course I knew this was complete non-sense, I had proved that NORAD had tracked, very accuratly indeed, my own PQ, and I told her so.
Roll forward a few years and the size of what they can track with RADAR has again been in the news.
Heat is the limiting design criteria for anything in space. All heat must be conducted to somewhere it can be radiated into space. Surely the OP has design parameters for both heat and outgassing.

Heat is a problem. When the sat is in shade, heat must go out, but when it is in sunlight, heat will go in.
It can be but it depends on the orbit.
How much in the dark, how much in the sun etc.
How often you transmit etc.
I wonder how these issues were resolved in the famous AO-7

When Chinesium get used, their inferior ESR causes internal heat losses and they deteriorate/leak/explode.
Especially in high frequency ripple current situations.
