My Bluetooth Car doesn't have power to make dc motors to works
In H bridge I check that it receives about 4.8 v, but when I sent a command, L298N can't sent enough power to DC motors

PP3 batteries aren’t going to make your learning curve any easier. They’re designed for small pocket radios not microcontrollers and motors.
Once you have enough power, get rid of the L298 drivers, so that newfound energy gets to the motors.
You can probably prove your logic with an external USB supply, but then move on.
