The arduino cloud ide is pulling the x64 arch usb agent not the aarch64 version 
Obviously not a real fix for the bug you reported, but as a workaround you can manually download the same pre-built binaries of Arduino Create Agent for any host under the "Assets" section of the release page of its GitHub repository here:
https://github.com/arduino/arduino-create-agent/releases/latest
