I have been trying to use the upper-left-corner, triple-line icon (is it called the cheeseburger?) to de-select topics of the forum. I have drilled down to try to de-select (checkbox) individual topics, as well as top-level topics, and both. None effect the content presented (all topics show, regardless of de-selection). I usually click "Latest," "Newest," or "Unread," but also ineffective in the top forum directory. Just informing the forum caretakers.

The purpose of the categories in the sidebar is not to hide topics. It just provides a convenient shortcut to the categories that you're most interested in.
Are you trying to de-select topics or categories? The forum terminology can be confusing. A topic is a container for posts. A category is a container for topics. The "Categories" section of the sidebar and "Edit categories navigation" dialog you are referring to are specific to categories so it is not clear whether topics are directly involved in any way.
Did you click the "Save Changes" button after that?
It is for for configuring which categories are listed under the "Categories" section of the forum sidebar.
If you unselect one of the categories in that dialog and then click the "Save Changes" button, do you then see that the category is no longer listed under the "Categories" section of the forum sidebar?
