You are not getting it.
The led is fired for a very short time at high current, the time is measured in microseconds, with a cooldown time between pulses in milliseconds..
Manual operation is not an option as firing at full power for milliseconds will destroy the emitter

30 m range is a little optimistic, i think you need to consider using 3 emitter diodes for that.

Well, my backyard is about 25m by 30m, so I figure that's the range.
As for firing times, I was using those variables as examples. Of course, I can set up the laser to fire longer for effect. The IR will only transmit very briefly, like you said, for no more than a few microseconds. I guess the arduino will be constantly checking.
CrossRoads, I don't exactly get what you mean. The laser is just to give the shooter a visual of where they hit in the event they missed. The IR, as stated above, only transmits very briefly, a few microseconds.

In pre arduino days i built a shooting range of that sort of range using a 555 timer , led , and a toilet roll holder.
The link i gave gives a lot of useful information.
In your case the targets are closer together though, so as said you will need to experiment with the optical arrangements.
Using a 555 at the reciever you could stretch the recieved puls so the arduino does not have to poll so often.

However sun is a dc component signal is ac, they are easy to separate provided the reciever does not saturate.
