This is the kind of thing you can find on Youtube with search words max7219 Arduino tutorial;
A Raspberry Pi 4B with 2G RAM, HDMI TV, keyboard, mouse, and flashdrive is better than a Chromebook and the Pi/kb/mouse probably costs less, certainly does more! That's what have been using since 2019. The RPi 5 is out, costs over $100 and looks worth every penny. I run Arduino IDE 1.8.19, no problem.
I ran the 1.8.something IDE on an RPi 3B from 2017 to 2019.
That's my backup board till I get a 5.
So far though, the 4B w/2G does everything I need well.
