Deviation of power cunsumption between datasheet and real world

Hey guys,

according to the Atmega328P-PU Datasheet (side: 589) the current consumption of the microcontroller should be around 9.5mA (at 16MHz and 5V).

I took the microcontroller out of my arduino uno board and built it up as a standalone device with a 16Mhz oscillator (like in this tutorial).

There are no outputs or inputs connected, no leds or anything else that needs power is connected, the chip is directly powered by a power supply.
I measure the current at a 1Ohm Shunt which lies in series between the power supply and the chip.
I measured around 15mA. Thats 150% of what the datasheet said.

Is this a normal deviation or am I doing something wrong here?

Seems to be normal for that setup.
