Driver Issue for Arduino UNO R3

I have this Arduino Uno R3 , when I connect it to my laptop hp, EliteBook 8470p , windows 10 , gen 3 core i5 intel.
it shows this is device manager :
unknown USB device (Device discriptor Request Failed)
and Arduino port does not show in the ports
I have the latest version of the Arduino IDE and I also have CH341 driver installed.

Please tell me what to do ?
I have checked the same Arduino on another PC with the same USB cable it works perfectly, but when i connect it to my laptop it does not show and give above , In Arduino only ON LED turns on and the L LED keeps blinking and the TX AND RX LEDs dont ON at all.

what's the exact solution please tell me that what driver I need and where to install it

What chip is the UNO using for USB. Use a magnifying glass, sometimes it isn't CH341. If that isn't the problem, then it's just a windows device manager problem. Can't help you with that.

chip is mega 16U2 which driver do I need with it
