On how many occasions in the past 10 years have the papers been compromised?
How much is your system going to cost - not just the hardware (which won't be cheap) but all the testing, training and admin that will also be essential?
What will be the value of the "saving" in terms of reducing advance access to the papers?
The system you describe introduces many opportunities for failure in legitimate use - wrong box or wrong RFID, electrical failure, false alarms, offline phone network ....

I do not think you can simply disregard power. The GPS module alone will draw 90mA when active. GPS in itself presents a critical problem as steel in buildings, wiring in buildings, WiFi in the proximity, and other obstruction and interference may compromise the system.
The same issues with GPS apply to cellular radio.
While you can build such a vault, the portable nature of the crypt is a critical flaw; that is, put the entire box in a Faraday shielded enclosure and it can be carried anywhere without notification alarms. At such time, the entire hardware and software security are compromised... that is, an enterprising individual could simply rewrite the software to indicate the system was not compromised.
If you want to make a statement, have a data-retention company send over a guard and move the box off-site and into a facility designed for tempest threats.
