Failed to install platform

I have a new Uno R4 Wifi on a recent Windows 10 install. I downloaded the latest IDE and I am getting this error,

"Failed to install platform: 'arduino:avr:1.8.6'.
Error: 13 INTERNAL: Server responded with: 503 Service Unavailable"

I have tried on multiple days on multiple computers of the same type. I have tried turning off the firewall, I have tried different network ports. I tried deleting the Local/Arudino 15 folder. I've tried restarting. Nothing seems to change this behavior.

I also tried going back to 1.8.X, but there it says that the WiFiS3 library doesn't exist, even though I've downloaded and installed the R4 file it says was needed.

Is there some way to manually download and install the needed files from Github?

I was hoping to move my classes from R3 to R4 this year, but so far this platform does not look ready for release.

it seems to work on 1.6.23. anything on the 1.8.X does not work. Not sure why. Someone please help
