flashing a .hex file to a chip via Arduino Mega 2560 clone

I'm sorry if I'm posting in the wrong section. I posted here because of the BOOTLOADER tag :smiley:
My name is Zemeth, I've recently started to tinker around Arduino for a project of mine and dad's.

A relative of mine came with a half dead TV, and after much hunting here and there we found out that we need to flash a .hex file to its BIOS chip, and we're up to the task to revive the said TV (it's Toshiba 32PU200EJ LED TV). I've scourged some info in this forum regarding what I have to do.

The points that I don't understand are as follows :

  1. How should I wire the Arduino Mega 2560 clone to the said BIOS chip (I've attached the manual PDF to this post.)?
  2. How to burn the .hex file to the said BIOS chip using Arduino IDE? (I'm quite adept at using Command Prompt, so I believe if it involves using AVRDUDE to burn the hex file I'd just need the parameters for executing it and I'm good to go.)
