From your post one can see that one pin from the TTL adapter is not connected (CTS). Is it on purpose? All pins need to be connected. With the right connections an FT232 chip is typically recognized by Windows (at least for Win 8, 10).

In the IDE, if I connect to an FTDI module that is not plugged on to a ProMini, it shows up as a new COM port. CTS on a Promini is connected to Gnd.
