How will you determine the emitter is a device you want and NOT some other device emitting a signal?
thats the point i dont need it to detect the exact signal only cuz the device will be held in the hand of the inspector so it will measure how far its from the signal and display some value a signal strength ,magnate field might or any value to be used to determinate if it exist with the person or not even if the distance was off a little bit
Look for "field strength meter". They have been used for what you want for many, many years. No Arduino needed or even useful.
