I need to set up a system that sends sms when there is no electricity

A battery powered Arduino with a GSM shield can send SMS messages when there is a loss of mains electricity as long as there is mobile coverage in the area and that has not been lost because of the mains outage.
You also need some way for the Arduino to detect that the mains supply has been lost.
An Arduino and a GSM shield. And a sensor to sense the power failure. A simple setup could be a cheap phone power pack connected to its charger. Charger charges power pack. Power pack supplies power to Arduino. Arduino reads the voltage of the charger. When power fails, Arduino continues to work thanks to the power pack.
