SourcePure comes with 2 different sources you can use:
1- Using the internal Super capacitors which requires less than 1 minute (nearly 43 seconds) of charging and can be used for 1 hour at continuous 1A. Charging the super capacitors is done by connecting SourcePure directly to main source (110V/220V) through an attachable power cable.
2- SourcePure also comes with a rechargeable 9V 3000mAH battery that can support you for 3 hours at 1A.

Can we see a picture of your charger? From the picture of the unit, looks like it uses banana plugs, which would be a NO-NO from a safety point of view.
Directly to 110V/220V? Is there a build-in charger that converts the AC to DC? The device has an input labeled 8V-28V, that would require an average of nearly 15A at 28V for the 43 second charge, a substantial size power supply.
This charger is embedded inside the device (its circuit is on the bottom side of the PCB, in the image the top side is shown) and it uses a power cable to charge the super capacitors directly from the wall (110v/220v)
SourePure embeds 400F super capacitors which can be charged at 50A 10V using an embedded fast Switch Mode Power Supply that is powered directly from the main source (110v-220v) through an attachable power cable, the charging needs less than 1 minutes (nearly 43 seconds), after charging the energy stored in the super capacitors is converted into stable 5V DC output using switching mode BUCK-BOOST converter, which is further stepped using ultra low noise LDOs to 3.3V and 1.8V

A typical 18650 3.7V cell needs in average 2 hours of charging with a special charger, The internal Super capacitors system in SourcePure Super Capacitance needs less than 1 minute to be fully charged from any available main source whether 110V like in the US or 220V like in Europe and most Asian countries
The port for the power cable is completely another independent port from the one labeled "In (8V-28V)" and they are used for entirely different purposes:
1- The port where the power cable is connected is used to feed the embedded charger for the super capacitors system from AC source
2- The input port that is labeled "In (8V-28V)" is a feature that leverages the ultra-low noise output of the device where you can feed the device from any noisy external power supply and get a pure & clean & stable DC output which is very useful for engineers who work with RF circuits and noise sensitive analogue circuit, like this photo
