l298 motor driver is not working??

hello, I have made circuit for control 12v dc motor using l298 h-bridge. when I connect the batteries it shows input voltage. but when I gives input logic HIGH input terminals are showing zero voltage. can any body tell me why it happen ??

I'm very sure the logic are right.

I observed this thing is happening when I'm connecting +5v to 10th pin

Pin1= ENABLE B - HIGH
Pin2= ENABLE A - HIGH
Pin3= INPUT-3 x
Pin4= INPUT-1 x
Pin5= INPUT-4 x
Pin6= INPUT-2 x
Pin7= NOT CONNECTED
Pin8= NOT CONNECTED
Pin9= Ground
Pin 10=5V

setting (in turn) pin 3..6 HIGH will give voltage (from middle connector) to one of the 'motorpins'
