Can the Arduino be paired with an existing pcb? The chipset is originally in hex code.

I am not sure if it can be paired.
happy for it to be synched to another device for programming.

Not sure about synching with Arduino.
Do you mean an existing board with microcontroller would be able to be replicated by an Arduino based on a set of instructions or executable commands?

Please advise as I am not a programmer
