Library and board downloads issue

Using Arduino IDE 1.x

I get error when I open the board or library manager and cannot see the Error downloading https://downloads.arduino.cc/libraries/library_index.json
or
Error downloading https://downloads.arduino.cc/packages/package_index.json

Can't help but do the URLs work in a browser?

Not realy , using crome or edge browser i get either empty page or a page with the text content of the file I need to download .

The empty page is a problem; might indicate a timeout. If you get the text, it is OK as the file can be found from your PC.

Can't help further as I never had to deal with that, sorry

thx , appreciated your inputs . it's probably issue with my server security protocols , I am taking it with our IT team. on a PC outside the company all works well.
