Paging appears now to be broken (I've tried with two browsers). It now appears that the "accelerated scroll bar" must be explicitly manipulated to page through a thread. Previously this was not the case. This is very recent.
Do you mean using page up and page down buttons?
No. With with the mouse wheel. This used to be sufficient for navigating through a long thread, for example: Timer interrupt with analogread - #61 by DaveEvans
It no longer works (for me).

Confirmed. Something has happened - you can no longer scroll through a long thread with the scroll wheel.
The paging also appears bad on a Samsung Tablet with swipe movements of the finger. This is noticeable in a long thread once one exceeds the range of the current group of posts. There is no longer a smooth transition from one group of posts into the next. This is also new and probably the same thing.

With the Samsung browser it fails to page correctly. With Chrome it is OK.

I have no problem scrolling the full length of a post with the mouse wheel.
Firefox on Linux Mint.
Even a very long thread such as this which is grouped into a number of sections:
I just scrolled the entire Timer interrupt with analogread using mouse wheel, no problems here with Chrome on Windows.
I can't scroll past #21 on that thread using the scroll wheel. To go further I have to click-and-drag on the scroll bar on the right. Using Opera (Chromium-based) on Windows 10.
This is definitely new - someone at Arduino has changed something either today or yesterday. They must know what they've done.

This observation in the other thread seems potentially relevant:
At one point here was a banner at the very top of the screen with a gray background, different from the standard Discourse banners we have had since the start of the new forum without any noticeable problems. For example you might have one right now that says:
Custom dashboards, smartphone remote control, data sharing between boards, remote uploads. Get them (for free) using your forum account!
I remember I experienced some odd behavior from the forum the first time I opened it after that new Cloud Games banner was added. I don't recall the exact symptoms though.
To me it looks OK now (Firefox / Windows 10).
The scrolling with the mouse wheel is almost seamless between "pages" or groups of posts. That is, when the outer scroll bar hits the top, the top is refreshed downwards and scrolling can commence through the new group of posts.
I can't directly connect it with the appearance of a "new style" banner but I have seen one and it sounds plausible.
We had been reported about a couple of issues on some browsers that have been fixed and even Arduino has been updated with the fixes a few days ago. Can you confirm that this problem has been solved?

Yes but it was still a problem less than 24 hours ago. When that grey advertising banner appears, as described earlier in the thread, then the paging fails and the read markings of posts fails.
Ah, I'm sorry. I haven't seen that banner since six days ago (#11).
There is a new one of those non-Discourse banners now ("Join in with Arduino Week").
