Project I'm willing to pay $$$ for - Sound monitor to turn on smart outlet

I am totally new to the Arduino community and have begun learning the basics but am in need of a device created as soon as possible. I've searched online and cannot find an existing product that already accomplishes what I need.

Here is what I need: I need a sound monitoring device that will work with SmartThings. Ideally the device would plug into an outlet for continuous power. It would be positioned in my garage so I'm thinking it would need an ethernet cable to connect directly or wifi which would require me to hook up some wifi repeaters. Once the device detects sound I would want it to turn on a smart outlet for just a few minutes. The sound monitor would need to have a sound meter so I can set the decibel level that needs to be reached. If the sound meter detects a sound above a certain level then it would instruct the smart switch to turn on. I don't want the meter to turn the switch on at every sound, just sounds above a certain level.

Let me know if you have any questions and how much to build this.

I expect the device would require the use of the SmartThings Shield for Arduino but I do not have the knowledge to build the device that I need. I, of course, would pay for the supplies needed to build the device as well as the cost for someone to build this device for me.

Just a few questions to help us understand:

  1. Do you have any SmartThings now and do you have a hub?
  2. How far away is the garage from the Ethernet router?
  3. Is the outlet you want turned on in the garage or somewhere else in the house?
  4. Other than "loud," what type of sound are you trying to detect?
  5. The device you speak of... is it an Arduino with a SmartThings shield and maybe an Ethernet shield, or do you envision a larger, more complex "device?"
