SMT IC devices all have standard pad sizes. The device you linked to is not an SMT IC device. The link calls it: "XBEE3 802.15.4 MOD SMT RF PAD". So, the answer has to be a specific layout on your circuit board to fit the SMP RF PAD.
And your suggestion that this is due to a chip shortage is just wrong! All this is original design.

No, that is normal for custom, low volume devices.
Doubt its directly related, its that no-one in industry uses through hole for anything but prototyping these days, the manufacturing qty for the breadboarding version will be small, volume production will be for SMT versions which are available.
Its worth checking other suppliers just in case...
Spinning up a custom PCB for mounting this should be possible if you've got the right footprint drawing to base it on.
What part and package are you starting with and what is the target configuration?
