Can I run a 2V stepper motor using A4988 driver.
Yes. Make sure that the current limit is set to the lesser of the motor rating, or one ampere.

And to avoid any possible confusion following @jremington's Reply (which is good advice), you cannot drive your motor at 2v with an A4988. You must use a higher voltage - whatever is within the range allowed by the A4988.
Stepper motors are usually powered with a voltage much higher than the nominal figure - provided, as @jremington has said, that the appropriate current limit is set.
