You might want to consider posting in one of the foreign language forum areas.
Pi vs Arduino is a matter of application and preference.
One measures torque with a torque sensor.
One can interpret sensor data with an Arduino.
Depending on what else you want to do with that data, the Pi will give you networking, a computer monitor, keyboard, mouse etc., and runs what you want to do in an application on top of an operating system.
The Arduino can be the simple means to your end.
