Please provide a link to the exact board that you're using. There are to many boards with Uno in their name.

Does COM4 disappear from the IDE (and from Windows device manager) when you disconnect the board?

What is the history of the board? Did it ever work? If yes, what was the last project that you were working on when it starter failing?

Please make sure to select the correct board!
