When will the problem with Arduino15 ... "___REMOVE___/bin/avrdude" get fixed?

Full error:

java.io.IOException: Cannot run program "REMOVE/bin/avrdude": CreateProcess error=2, The system cannot find the file specified

It took me quite some time to find the solution to this error, which has made me
hang back at 1.6.8 since last summer. The fix is, of course, removing the Arduino15 file from AppData\local. I kept hoping new releases would fix the problem.

Will whatever causes the Arduino15 directory to be "out of whack" with the
IDE ever just be fixed?

Unless I'm mistaken, I don't think it's understood what causes the directory to get into a bad state. Most people do not encounter it - just a small portion do.
