Sure you can. Just not with an Arduino, it doesn't have the computing power.
I suggest you the MinimOSD.
It is actually a Atmega328P Board with some other IC. The board is totally dedicated for Video Streaming especially for Copters.

You will need an Arduino as an APM device, but I am not sure about it.
The programming may be tough.
