I would not disagree with anything he says in that video.
However, I have never seen any professional engineer use that many capacitors in that way. That is directly on the output of the power supply.
The most critical part of decoupling is with RF circuits, and the practice is to use a local regulator with a single capacitor of the appropiate size, which is normally in the pF region.
As to hobbyists, it is a hard job to convince most of them that they need any decoupling capacitors anyway. And here we are talking about through hole capacitors because most can't cope with anything else.
The inductance in the leads is a big issue here. But they are better than nothing.
