You're sure listening to a lot of "someones" and you seem intent on trying just about anything except what will most likely fix the problem. That's use a good power supply that can deliver the required current and maintain 3.3v at the ESP32's 3.3v power terminal. Or use a suitable 5v supply at the ESP32's 5v power terminal. You could probably also get away with a 3.7v Li Ion or LiPo battery connected to the 3.3v terminal through a Schottky diode.
That's my advise. You can take it or not, it doesn't matter to me.

Use either
setInsecureto temporarily disable certificate verification. With this, you don't need the giant PEM string at all. ORsetCACertto set the root cert PEM
You don't need both. That is the right place, before you try to connect.
Your original code in post #1 is a superset of the WiFiClientSecure example. The only thing it was missing is either the setInsecure or the setCACert and PEM. You could add either one to your original.
That's not the case, because your original code already has it
It's the very first thing, and why it doesn't brown out. But it wants to.
You still have a power problem.

what are the solutions? because i am now using the 5v pin of the ESP32-CAM with an external powersource of 5.2v and my original code gives my the error telegram failed start an ssl-certificate is this a bad code or what is it ?

that doesn't seem right, but regardless: congratulations. You have successfully connected over HTTPS and gotten a response.
All I know about the specifics of Telegram is from scanning this tutorial, where it says that this

should work. You included the token in that code -- which you should not do -- but it did allow me to try that call with curl and get the same 401 Unauthorized response. This is a basic security issue. Is that the right kind of token? Try getting another one.
I made the code a few months ago idk if that matter but regardless i copied the code so it’s gotta be correct, however idk what u meant i should do i i gotta remove a certain line in my code to get it working? Your original question was about connecting to Telegram, which requires HTTPS. Now you are getting a 401 in the response, which proves you have a connection. That 401 is unrelated to Arduino programming with your ESP32.
One basic concept for using web APIs is that you can make those calls with a variety of agents. The advantage of using the /getMe is that it is a GET, which is simpler than a POST. Because of the lack of other requirements, you should be able to type that URL and press Enter directly in your browser, as long as you have a valid token to substitute, as indicated.
When security credentials are invalid for whatever reason, it is standard security practice for the service to simply say "no that doesn't work" -- the 401 Unauthorized in that response you got -- without providing details. This makes it harder for those trying to gain illegitimate access.
Having solved your connection problem, you now need to solve that 401. And again, as I said -- again -- the first thing to try is to get a new token. Determine whether tokens expire, and if so, when that will be next. Then
- Once you get a token that actually works with
/getMein the browser - Make a copy of your now-connecting Arduino code and reproduce the
/getMeresults - Then try that token with
/sendPhoto, with the code you already have
Which url are you talking about? Is it my ip address which i get when connecting to wifi that i gotta type in my browser? you should be able to type that URL and press Enter directly in your browser

Your token is invalid. It will be easier to get that working outside Arduino first.
so how do i test if my telegram bot work? botfather gave me this message

That /getMe call is what can you use to test if you can access your bot. The tutorial page I linked earlier says
The expired token you posted earlier did look like that; but 1616... does not. I noticed that when you insert something that doesn't look like a token, you get a 404 in the response instead.
That's the extent of my Telegram knowledge. It might be easier to create a new bot and get a new token. Good luck.
