How much volt-amps could a arduino uno could handle from a barrel jack

So, all of a sudden you want to use a powerbank that you have not mentioned before with the barrel jack.

What voltage is the output from the powerbank ?

Then it will not work with the barrel jack but is OK to connect to the 5V and GND pins on the Arduino

Or just plug it in to the USB connector with a short cable, since the "Power Bank" presumably has a USB connector as its output.
