Community members shared some workarounds in the discussion at the above link. I have not been able to reproduce the fault so I couldn't personally verify the described workarounds, but multiple users have reported that they worked.
I do have a question for you: Are you installing Arduino IDE 2.x for the first time, or are you updating from a previous version of Arduino IDE 2.x (e.g., updating from 2.0.4 to 2.1.0)?
I ask because the Arduino IDE developers updated the installation and auto-update system in the Arduino IDE 2.1.0 release with some vague hopes it would fix this bug.
That change only fully takes effect for updates on the next release (because the version of the IDE being upgraded from is relevant in addition to the version being upgraded to). So if you are updating to 2.1.0 then experiencing the bug would not be conclusive proof that the tentative fix was ineffective. But if you are doing a fresh installation of Arduino IDE 2.1.0 and still experiencing the bug then that would be proof that we didn't fix the bug.
Thank you for sharing that information. That is very useful for me to know in relation to the work to fix the bug in Arduino IDE that caused the installation to fail.
If you give the workaround I mentioned in my previous reply a try and it doesn't fix the problem, or if you decide you don't want to try that workaround (I wouldn't blame you), please let us know. I can provide instructions for an alternative workaround.
That would never be expected to solve the problem. The only thing you did was try to install a very outdated version of the IDE. I hoped you would carefully read through the entire discussion to find the workaround I mentioned, but I guess I'll have to spoon feed it to you:
Either I'm getting this completely wrong, or you just haven't figured it out yet.
You can simply close the app via the task manager. But I would recommend to uninstall the one Arduino IDE first and then install the new Arduino IDE. Then there are hopefully no complications.

I tried the task manager before I came to this forum. The task manager shows that the IDE closes with the installer running, but for some reason the installer sends msg. Ok I will uninstall IDE 2.0.3 then install 2.1.0
