I received an alert of IDE upgrade ( 2.0.0-rc9.1) when I opened the IDE 2.0.Anyone who uses this computer (all users) and NEXT.
But the installation stopped informing Arduino IDE cannot be close , doesn't matter how many times I press the Retry button, since the Arduino SETUP is running under Arduino IDE.
It looks like the installer is recognizing itself as Arduino IDE and get a deadlock.
I also run as admin and have the same problem.
It looks like I cannot do the upgrage at this moment.

When attempting to install a nightly build when an ins… tall for all users on Windows already exists of the 2.0 RC 8 Beta the installer hits an error saying Arduino IDE could not be closed please close manually and try again. The IDE is not running, there is no process to kill and this problem persists immediately after a reboot. When attempting to run the uninstaller it too encounters the same problem. No way to upgrade or uninstall.
### To reproduce
Running Windows 10 21H2 (probably not build dependent) install the arduino-ide_2.0.0-rc8_Windows_64bit.exe linked to by the arduino website. When prompted install for all users, not just your user. Next attempt an in place upgrade/install of a newer nightly build (I used arduino-ide_nightly-20220710_Windows_64bit). My install was not done to my C drive but my data drive instead. When running the installer it will recognize that the IDE is already installed in whichever location it was installed to and say it will be upgraded or reinstalled. It then hangs for a bit on the next progress bar and gives the reported error, unable to close arduino IDE, close manually and retry. When attempting to run the uninstaller for the RC 8 version it too encounters the same error.
### Expected behavior
Another installer will run and upgrade or reinstall the existing version without hassle. The uninstaller would also successfully be able to uninstall the program

No, there has not been, will not be any changes to Arduino IDE 2.0.0-rc9.1. Any changes will come in the nightly build or future releases.

I have nearly the identical problem, but going from Arduino IDE 2.0.0 to Arduino IDE 2.0.3. It also displays the identical error message, and Retry fails interminably.
Arduiono.exe does not show up in Task Manager, so I can't shut it down. I too tried running as Admin.
Attempting to remove Arduino IDE 2.0.0 now fails with the identical error. Now I have no working Arduino IDE.

I have not been able to reproduce the bug so I can't verify the workarounds, but all who mentioned them so far found success.
If you don't want to use that "Advanced Uninstaller" application, a user shared a direct Windows registry edit that worked for them here:

Hopefully we will have a true fix soon, but for now being able to get a working Arduino IDE installation should be better than nothing.
