What, if anything, is on the screen when you try to open the IDE ?
You can get some info about what is happening by following these instructions: My arduino IDE 2.2.1. is stuck on the loading screen - #2 by ptillisch
If the output is too large for the forum (around 120000 characters), you can save it to a file and attach to a reply.
Note:
I'm not a specialist so will probably not be able to help further. I also no longer use IDE 2.x.

i also HAD this problem ArduinoIDE2.3.2 would not show the actual screen of the IDE only the tasks in the taskbar

i had windows 10 and now installed windows 11!!

by the way windows 11 is a free upgrade if you own windows 10 on the pc
Did you have a dual monitor setup and removed one monitor and you had the IDE open in the monitor that you removed?
now the problem is solved
