I connected the ESP01 board via USB-TTL converter. Even though the connections are correct, it does not respond to AT Commands. What should I do?

Yes. I connect ESP01 to my compuater via a USB - TTL conventer. I try to connect esp01 with putty and arduino ide. But it didnt work. This is my serial port screen:

does a loop back work ? (connect Tx to Rx and you should see what you type coming back)
