I wanted to charge 2 18650 lithium batteries connected in series. I am using a TP4056 type C charging board. How can I charge safely?

I think that device will only do one Lipo Cell.

No because each board will have to be isolated from each other.
They make BMS, battery management systems, for two or more series connected battery banks.

If you disconnect the battery from whatever you are using it for, it should be fine charging each cell individually.
