It looks like a boost convertor to me but if that is the case, the IC dies on the spot because the Inverting input exceeds the Vcc 32v (assuming that a a boost convertor is not just increase the input by the factor of 1.5!! or something like that)
On the other hand, I do not think the Inverting input (tho stated in datasheet absolute max "Vcc +0.3v) will do anything useful if exceeds 5v which with the R8, R9 divider, it will be more than 5v. The datasheet is up to date.
