Your LEDs are reversed.
How is the 2104 getting powered ?
Reset should probably be tied HIGH.
I've tied the reset to 5V. The 2104 is getting powered by the USB-C connector VBUS wire. Are you that the LEDs are reversed?

You're right about the LEDs, that's also my bad.
As for the 2104 power, my schematic looks like VBUS is connected from the connector to the 2104. If I'm interpreting this wrong, I would appreciate it if you explain how.

VBUS on the connector is 5v.
How does this 5v get to a pin on the 2104 ?
REGIN connected to 5v would give you 3.45v out,.
Why are you connecting as you have ?
Time to read and look at the data sheet.
Suggest you make DTR/RTS available
Always add decoupling to power pins.
