Vin Jumper on Motor Shield

I'm new to Arduino. I purchased a Uno and Motor Shield to build a DCC controller form my HO trains. Since I will be using 12 V to power the engines, the DCC instructions say to cut the trace between the two Vin pads on the bottom of the board to isolate the motor supply from the logic supply. However, my motor shield comes with a clear plastic cover over the bottom of the board.

Do I remove that plastic cover, or is there a Vin jumper on the top of the board?

I found that the circuit board is just clipped into the plastic base and can be easily removed to expose the Vin pads in the bottom of the board. I was originally reluctant to try to remove the board from the cover in case it was designed to stay attached.

For motor shield I am using is the Arduino Motor Shield Rev3

The motor shield used in this video is somewhat different than the one I have, but the Vin jumper is in the same place.
