The driver is to be installed on the computer.

If it's nowhere to bee seen, try different cables.
You can install the driver without a device connected. At the end of the installation you will see a message that "the driver was pre-installed successfully". However installing drivers will not help if Windows does not see the board at all.
I've moved your topic from IDE 1.x to a section that is more suitable to board detection problems.
I tried connecting with other cables, the board still doesn't see it, the problem is not in the USB port. I'm using Windows 11
I suspect that the serial-to-usb converter on the board is malfunctioning. Is that a CH34xx or a FT232xx or something else?
Can you give the history of the board? Is it new or did it work in the past? If it's new and you're convinced that it's not the cable or the USB port on the computer I would return it.
This is CH340C it should be new, judging by the product description on the marketplace, it has not been used anywhere. Judging from the outside, the board port is absolutely fine
