Where to place the capacitors?

Hello everyone,

I want to rebuild following project:

Heart Matrix Kit tutorial by Lucidtronix

In the schematic are 2 decoupling capacitors.

There is also an eagle schematic (very hard to "read").

So my question: where/which pin do I connect the 2 capacitors?

I dont like this kind of schematics, they are "hard to read" for me.

Regarding the jumper: whhat is VCC? #1 or #2? Or #3?

Decoupling capacitors go as close as possible to the chip they protect

One side to ground and one side to VCC
They are the blue and orange things highlighted

Not sure what they are for. The tutorial says filtering the power but presumably this is powered by a battery
